China Trade Compliance Update: PVoC and SARS Zero-Tariff Certificates

South African importers and exporters trading with China now have two important compliance developments to watch.
The first is PVoC, which affects selected goods imported from China into South Africa.
The second is the SARS process for China’s Zero-Tariff Preference Scheme, which affects qualifying South African goods exported to China.
They are not the same thing but both point to the same message: paperwork, product classification and compliance checks must now be handled before the shipment moves. Waiting until cargo is already on the water can create delays, cost and avoidable risk.
What is PVoC?
PVoC stands for Pre-Export Verification of Conformity.
In simple terms, it means that certain products imported from China may need to be checked, tested and certified before they are exported to South Africa.
The purpose is to make sure that selected goods meet the required South African standards before they arrive at our ports.
Where PVoC applies, the importer must make sure that the correct Certificate of Conformity is in place before shipment. Without the correct documents, the cargo may be delayed, detained or refused clearance.
Why this matters to importers
For importers, the biggest change is that compliance moves earlier in the shipment process.
In the past, many problems were only picked up after the goods arrived. Under PVoC, the compliance check must happen at origin before the cargo leaves China.
This means importers should not wait until the goods are ready to ship before asking whether PVoC applies.
The practical questions are:
Does the product fall into one of the affected categories?
Does the supplier understand the requirement?
Is the correct South African standard known?
Can the supplier arrange testing or inspection in time?
Will the Certificate of Conformity be available before shipment?
If these questions are not answered early, the shipment can become exposed to delays, storage, demurrage and client service failures.
What SARS has now announced
SARS has also published the process for South African exporters who want to use China’s Zero-Tariff Preference Scheme.
This is separate from PVoC.
The SARS process applies to qualifying South African exports to China. Exporters can now apply for Rules of Origin certificates so that qualifying goods can benefit from duty-free treatment when entering China.
SARS has confirmed that the scheme runs from 1 May 2026 to 30 April 2028. SARS has also confirmed that certificates can be issued retrospectively for qualifying goods exported from 1 May 2026.
This is good news for South African exporters but it still comes with a clear warning: not all goods automatically qualify.
To benefit, exporters must meet the relevant Rules of Origin and present a valid SARS Certificate of Origin.
What exporters need to do
Exporters should check the product before shipment and confirm whether it qualifies under the China Zero-Tariff Preference Scheme.
The SARS process requires exporters to apply for an origin certificate using the current SARS export origin certificate application process. The certificate only becomes valid once it has been completed, certified, authenticated, stamped and signed by the issuing SARS office.
Exporters must also keep proper records for future verification.
The key point is simple: duty-free access is not automatic. It depends on the product qualifying and the documents being correct.
The difference between the two processes
PVoC is mainly an import compliance issue.
It affects selected goods imported from China into South Africa and focuses on product conformity before export from China.
The SARS Zero-Tariff Preference Scheme is an export opportunity.
It affects qualifying South African goods exported to China and focuses on proving South African origin so the buyer in China can benefit from zero-tariff treatment.
Both processes require early planning. Both rely on correct product classification and documents. Both can affect cost and timing if handled late.
What clients should do now
Importers from China should check whether their products fall under PVoC before placing new orders or confirming shipment dates.
Exporters to China should check whether their products qualify for the zero-tariff preference and should apply for the correct SARS origin certificate where applicable.
Clearing agents, importers and exporters should also make sure that suppliers, buyers and logistics teams are working from the same information.
This is not just an admin issue. It affects landed cost, shipment timing, customs clearance, client commitments and margin.
Final thought
China remains one of South Africa’s most important trade partners. The latest developments show that trade with China is becoming more structured and more document-driven.
For importers, PVoC means checking compliance before goods leave China.
For exporters, the SARS zero-tariff certificate process may create an opportunity to improve competitiveness in China but only where the goods qualify and the documents are correct.
The safe approach is to check early, confirm the product position and make sure the paperwork is in place before the shipment moves.
